According to the article:
"President Donald Trump has promised that the plan his administration rolled out Wednesday to bring in cheaper prescription drugs from Canada will immediately lower medication costs. Experts say the plan won’t work — and many write it off as a political stunt. 
Under the proposal, importers would need the cooperation of the Canadian government and the drug industry, both of which oppose it. Importers would have to take many expensive and complicated steps to prove to the FDA that importation wouldn’t harm Americans, and to weave through complex regulations and the intricacies of the U.S. health delivery system."

"As has been known for years, establishing a successful implementation of the Drug Supply Chain Security Act (DSCSA) will require close coordination among manufacturers, wholesaler-distributors, pharmacies and health systems (even, conceivably, individual doctor’s offices)—a tall order. Yet there has been no reliable mechanism for accomplishing this coordination—apart from banging on FDA’s door—to date. That is changing now with the establishment of the Partnership for DSCSA Governance, Inc. (PDG), an independent, nonprofit, “sector neutral” (as it characterizes itself) group to work out the steps toward DSCSA compliance by the law’s 2023 deadline.

Suspicious Phone Calls Continue - Warning About Scam Calls

The Board sent out yet another follow-up email with this updated information:

"What can you do to protect yourself?

Licensee security is an important matter. How can you be sure anyone who contacts you on behalf of the Board of Pharmacy or any government agency is legitimate? Here are some important tips from the board and DCA:
  • A board inspector will never call to ask you to pay a fine to the caller.
  • If you have doubts or any questions about a board inspector’s identity, contact the California State Board of Pharmacy at (916) 518-3100.
  • If someone claims to be a board inspector, ask to see the inspector’s badge and business card issued by the Board of Pharmacy.
  • Contact the DCA at (800) 952-5210 to find out if an official investigation is being conducted.
  • If the caller claims to represent the DEA or the FBI, report the call to the DEA’s Extortion Scam reporting program or the FBI’s Internet Crime Complaint Center.
  • If the caller’s phone number appears to be a Board of Pharmacy or DCA telephone number, report the scam using the Federal Communications Commission’s consumer complaint form. "

Warning about Scam Calls - An alert from the California State Board of Pharmacy

According to the Board's alert (12/9/2019):

"Licensees have alerted the Board of Pharmacy about a phone caller who identifies himself as Peter Williams or some other name. Sometimes the caller claims to be a board inspector; other times, he told licensees he was a DEA agent. In each case, he claimed to be calling about an investigation and said the licensee would face discipline unless the licensee paid a “fine.”

These calls were part of a scam – attempts to extort money from licensees.

How can you be sure you are speaking to a Board of Pharmacy inspector? Here are some important tips to remember:
  • A board inspector will visit your work place, not your home. Ask to see the inspector’s badge and business card issued by the Board of Pharmacy.
  • An inspector will never contact you by phone to request any form of payment or ask you to pay a fine to the inspector.
  • If you have doubt or any questions about an inspector’s identity, contact the Board of Pharmacy at (916) 518-3100."

According to the article:

"It’s been 14 months since the FDA advised manufacturers, wholesalers, and repackagers on Product Identifier (PI) requirements. You’ll remember that it came as a bit of a shock to most in the industry that what they’d been doing—following the GS1 standard of a GTIN with an embedded 10-digit National Drug Code (NDC) number, plus the serial number, lot number, and expiration date—was insufficient for PI purposes.

The FDA’s draft guidance said that was close to what they wanted, but not close enough. They dismissed the GTIN and confirmed the requirement of using the NDC number as one of the building blocks of a PI. The exact language was found in the answers to questions 4 and 5 of the guidance."

"New data from the study of media reports on home oxygen fire incidents in the U.S. has revealed that:
  • Someone dies every four days in fires involving home oxygen in the US
  • The true death toll of home oxygen fires in the US is likely to be higher than previous estimates by the National Fire Protection Association (NFPA)
  • The death toll is at least 100 and possibly as many as 150 people each year
  • A third of home oxygen fire incidents involve a cylinder explosion, putting public and emergency services at risk"

"In preparation, pharmaceutical supply chain stakeholders collaborated with GS1® and GS1 US® to develop a verification messaging standard to enable system interoperability and prevent the proliferation of multiple messaging formats. In addition, the GS1 Messaging Standard Workgroup collaborated with the Healthcare Distribution Alliance (HDA) Verification Routing Services (VRS) Taskforce. These efforts produced the GS1 Lightweight Messaging Standard for Verification of Product Identifiers.

The GS1 Lightweight Messaging Standard was designed to support requests and responses for verification of product identifiers for serialized pharmaceutical products. It is intended to provide a simple, standardized lightweight messaging framework for asking verification questions and receiving actionable information. Designed to support Verification Routing Services (VRS) systems for DSCSA verification, the messaging standard defines a verification request message and a corresponding response message."

"California’s Medicaid program, Medi-Cal, may find itself in a bind for HME providers if a drastic reimbursement cut goes through as planned, say industry stakeholders. 
To comply with the 21st Century Cures Act, the Department of Health Care Services has proposed paying 80% of Medicare’s non-rural fee schedule amounts for most DME. For providers in the state, who are currently reimbursed at the 2016 Medicare fee schedule amounts, that’s a cut of up to 60%."

California Board of Pharmacy Has A New Email Listserv

Here's the full text of the announcement, "Changes in Board of Pharmacy Email Notifications - California State Board of Pharmacy."

"Effective Monday, Aug. 12, the Board of Pharmacy will begin sending subscriber alerts about board activities and events to a new email listserv called News and Information. Subscribers to the new listserv will receive notifications about board and committee meetings, board activities, rulemakings, new laws and regulations, press releases, consumer tips, and other general news and information.

The board will no longer send this type of information to facilities, in an effort to reduce the volume of subscriber alerts received by pharmacies and other licensed sites. However, the board will continue to send drug recall notices and other relevant notifications to facilities.

Anyone may register an email address to receive News and Information subscriber alerts. To sign up, visit the Board of Pharmacy Email Registration page at the board’s website, www.pharmacy.ca.gov.

Reminder to licensees: As required by board regulations, all facilities, pharmacists, intern pharmacists, pharmacy technicians and designated representatives MUST register their email address for subscriber alerts. Licensees may sign up for email alerts by license type on the board’s email registration webpage."

It's been difficult to put all the moving pieces together in a coherent manner, regarding the HHS, state-based drug importation efforts, and the DSCSA.

According to the HHS news release:

"The U.S. Department of Health and Human Services (HHS) announced today that HHS and the U.S. Food and Drug Administration (FDA) are publishing a Safe Importation Action Plan - PDF* that outlines two potential pathways that would lay the foundation for the safe importation of certain drugs originally intended for foreign markets."

But there are 4 major questions according to this article:  HHS and FDA's drug importation action plan - FierceHealthcare:

IMPORTANT: Suspicious Phone Calls to Licensees - An alert from the California State Board of Pharmacy

The Board emailed this alert:

"The California State Board of Pharmacy has learned that several licensees recently have received phone calls from scam artists claiming to be board inspectors or DEA agents calling about investigation matters.

At least one caller impersonating a board inspector gave a fake name, “Peter Williams.” It is unclear what kind of information the callers are seeking.

If you have questions or doubts about a caller claiming to work for the Board of Pharmacy, please contact the board at (916) 518-3100. Remember that board inspectors will NEVER request any form of payment by telephone."

According to the Board:

"The assessment shall be performed before July 1 of every odd-numbered year. The self-assessment forms must remain on-site at the facility. Only submit the form to the board if requested by board staff. 
The board is in the process of updating the Self-Assessment forms through a formal rulemaking.  The updates include references to statutory and regulatory changes that occurred between 2014 and 2016.  The last time the forms were formally updated was 2014. 
Current regulation requires a pharmacy or wholesaler to complete the 2014 version of the Self-Assessment form.  Please be advised, however, the board will accept completion of either the 2014 version OR the 2016 version.  The latter version is likely to be a more helpful assessment to the pharmacy or wholesaler completing it."
