Importers would need the cooperation of the Canadian government and the drug industry, both of which oppose it.

According to the article:
"President Donald Trump has promised that the plan his administration rolled out Wednesday to bring in cheaper prescription drugs from Canada will immediately lower medication costs. Experts say the plan won’t work — and many write it off as a political stunt. 
Under the proposal, importers would need the cooperation of the Canadian government and the drug industry, both of which oppose it. Importers would have to take many expensive and complicated steps to prove to the FDA that importation wouldn’t harm Americans, and to weave through complex regulations and the intricacies of the U.S. health delivery system."

FDA Considers Compounding Industry User Fees

Hamburg: User Fees Might be Solution for Funding Increasing Regulation of Compounding Industry:

Hamburg said in her blog posting that FDA "looks forward to working with Congress to explore funding mechanisms, which could include registration or other fees, as Congress has authorized and FDA has successfully implemented in other settings."

Such funding might be able to bridge the gap between agency goals and resource limitations. Left unclear, however, is whether the pharmaceutical compounding industry would be on board with the proposal. Past user fee proposals, such as the Prescription Drug User Fee Act, the Medical Device User Fee Act and the Generic Drug User Fee Act have all been passed with the explicit support of their respective industries.

According to Industry In Focus: US Home Health Care Revenues Set to Exceed $5 Billion by 2012, 

"The US home health care market, valued at nearly $4.5 billion in 2009, is set to experience steady growth in the years ahead, . . . sales revenues for the major home health care product segments are expected to reach $5.2 billion by 2012." This is all driven by a burgeoning aging population, a critical need for cost-effective solutions for patients suffering from long-term chronic conditions, and the increasing use of technology to meet the needs of those receiving home-based medical care.
