Florida Certified Designated Representative (CDR) Training And More!

Updated March 8, 2026

Over the years, we've fielded many questions revolving around the Florida Certified Designated Representative license.  Of chief interest, is how to go about preparing for the State of Florida Certified Designated Representative Laws & Rules Examination.

I've invited Dr. Sharon B. Roberts* (an expert in the regulatory realm of pharmaceuticals and wholesale drug distribution, and founder of CDR Resource Center) to share some thoughts and introduce the services that CDR Resource Center can provide:
  • Florida Certified Designated Representative (CDR) laws and rules examination preparation
  • Consulting expertise in prescription drug regulations and wholesale distribution compliance

Online Florida CDR Training By CDR Resource Center - Automated Online Training & Testing

All Prescription Drug Wholesale Distributors (including virtual BROKER -ONLY), companies that are seeking to do business in or with the State of Florida, are required to have a full-time Florida licensed Certified Designated Representative, (CDR). To become a FL licensed CDR a candidate must pass a laws and rules exam administered by the State of Florida.  CDR Resource Center has been training FL CDR candidates for over 12 years for the very difficult State exam.

Training for the State exam is offered in three ways:

1.  CDR Resource Center offers online virtual training allowing the candidate to study at their own pace from any computer.  The virtual training consists of 15 modules of educational and study materials, 100s of sample test questions and timed mock 40 question final exam. Register for FREE on our website - Try a quick FREE sample of the module style online training.

2.  For the student who would prefer a live instructor, CDR Resource Center offers an 8 hour Webex with a live trainer.  The live training includes a bound law and rules manual, a pre-test, 7 hours of lecture and a post-test.   The live training can be purchased online in the Compliance Consulting section of the cdrresourcecenter.com

3.  For the candidate who has taken the State exam already and does not want to take a full course, we offer hourly consulting.  Bring us all your questions and purchase as much time as you’d like.  We can discuss your questions and point you to the correct answers.

Additional CDR Resource Center Services

CDR Resource Center also provides state licensing support for the drug industry. Our company's licensing support services is unique to the industry allowing companies to pay as they go with no upfront onboarding fees or contracts

Fingerprint Card for Florida Certified Designated Rep (FL CDR)

Florida CDR Fingerprint Card

Situation:
I can't find the hard copy fingerprint cards needed for my Florida Certified Designated Representative (CDR) application.

Solution:
You'll find general information in the Electronic Fingerprinting FAQs (a pdf published by FL DBPR). Hard copy fingerprint cards are addressed in this FAQ:
  • FAQ 14. If I am living out of state, how do I submit my fingerprints without having to travel to Florida?
    • According to the April 2022 FAQ:

"Go to the FDLE Livescan Service Provider List and choose a Livescan Service Provider that is certified as “hard card scanning capable”. These vendors have the ability to process fingerprints through additional methods, including the use of hard copy fingerprint cards. If the provider requests that you provide a fingerprint card, you may call the Department of Business and Professional Regulation at 850.487.1395 to obtain one. When requesting a card, please specify the profession for which you are seeking licensure.

Out of State Alcoholic Beverage and Tobacco Applicants only:
Your fingerprint card can be obtained from the Department of Business and Professional Regulation by contacting the Division of Alcoholic Beverages and Tobacco at 850.488.8284, or one of the division’s district offices. A listing of the district offices can be found on the web at http://www.dbpr.state.fl.us/abt/documents/mapofdistrictoffices.pdf. Once the fingerprint card is received, you may then go to a local law enforcement office in your area to have your fingerprints rolled onto the card. Information specific to the Division of Alcoholic Beverages and Tobacco will be preprinted on the fingerprint card. Other information will be completed at the local law enforcement agency. The instructions for submitting your fingerprint card are outlined above."

"The 2016 Florida Legislature enacted substantial legislation (Ch. 2016-212, Laws of Florida) to bring Florida’s Drug and Cosmetic Act (Ch. 499, Florida Statutes) in line with the federal Drug Supply Chain and Security Act (“DSCSA”). Since the DSCSA preempts state law, the changes were necessary to avoid confusion between the state and federal exemptions to the term “wholesale distribution”."

Where is Rule Chapter 64F-12, Florida Administrative Code? - FL CDR Exam

Question:
I'm studying for the Florida Certified Designated Representative Laws and Rules Examination, and I can't locate the text of Rule Chapter 64F-12, Florida Administrative Code. Where can I find it?

Answer:
The text could be hard to find because Rule Chapter 64F-12 F.A.C. was transferred into Rule Chapter 61N-1 Florida Administrative Code.

P.S.  The Candidate Information Booklet for the Florida CDR exam has been updated to properly reference Rule Chapter 61N-1 F.A.C.  I first noticed the change in the September 2018 version of the CIB.

Florida CDR Exam - What To Expect - Free Test Taking Tips

Avoid surprises!

Review the entire CDR CIB carefully. It contains far more information than what you see below in this post.

This post focuses on what to expect when you sit down in front of the Pearson VUE testing computer.

The CDR Candidate Information Booklet (CIB) says:
(STATE OF FLORIDA - Candidate Information Booklet for the CERTIFIED DESIGNATED REPRESENTATIVE LAWS AND RULES EXAMINATION - Always check for the latest published version)

Introduction:
  • Before you begin the examination, you will have an opportunity to go through a tutorial on the computer.
    • You'll have 15-30 minutes to take the tutorial (the CIB is inconsistent on the duration; 15 vs 30 mins).
    • The time you spend on the tutorial will NOT reduce the time allotted for taking your examination. When you feel comfortable with the computer testing unit, you may begin your examination. The time of the examination begins the moment you look at the first question on your examination.
  • You'll have 90 minutes to take the exam
    • The exam consists of 40 multiple choice questions
Test Taking Advice:
  • Read all instructions carefully.
  • For best results, pace yourself by periodically checking your progress. This will allow you to make any necessary adjustments.
  • Be sure to record an answer for each question, even the items about which you are not completely sure. You can note the questions you wish to reconsider on the computer testing system and return to them later.
  • Alert a Proctor or Test Center Manager to any problems that may occur during the examination. Do not wait until the examination is over to inform someone about a problem.
Scoring Procedures and Notification of Results:
  • All questions are equally weighted. The minimum percentage score needed to pass has been set at seventy-five percent (75 %.)
  • All candidates will receive an official photo-bearing exam result report immediately following completion of their examination.

"According to court documents, from May 2010 through December 2012, Vin Nguyen, 45, and others conspired to distribute illegally-diverted prescription drugs while concealing the true, illicit sources of the drugs.  Nguyen purchased prescription drugs, including HIV medications, anti-psychotic medications and other brand name drugs, from various unlicensed and illegal sources in California and Florida.  Working with co-conspirators, Nguyen then sold the drugs to other drug diverters without the statutorily required pedigree documents stating the origin of the drugs.  Nguyen and his co-conspirators sold more than $6.5 million worth of diverted drugs. "
